The Mahoning County Sanitary Engineering Department is open from 730am-4pm Monday through Friday. If you would like to make an appointment for insured priority service please contact the department at 330 793 5514 and select 0 for the operator.
- Sanitary sewer permits will be issued by appointment only and must be scheduled with the department between 8:30 am and 3:00 pm at 330 793 5514, ext. 8209 or ext. 8212 or 8207.
- Payments for sewer and water are encouraged to be made online by following the directions on your bill. Please be advised mailing of payments via check have been delayed due to continued logistical issues with mail delivery.
- It is not recommended to utilize third parties for online payments that are not affiliated with your provider as listed on your bill. In person payments are accepted during business hours of 8:30 am-3:00pm.

- Inspections for new laterals must be scheduled twenty four (24) hours in advance. Call 330 793 5514 ext. 8209, ext. 8212 or ext. 8207.

What We Do
We provide sanitary sewer service to over 40,000 households and businesses. We also provide and maintain water service to over 1,200 customers through the Jackson-Milton Water District.
Services Areas
The Mahoning County Sanitary Engineer is responsible for the transport and treatment of wastewater generated by customers in the unincorporated areas of Mahoning County. This includes the following townships: Austintown, Beaver, Boardman, Coitsville, Canfield, Jackson, Milton, Poland Township, and Springfield. Service is also provided to the villages of Craig Beach, New Middletown, Poland and the City of Campbell.
These employees help serve more than 40,000 customers. The Sanitary Engineer generates revenue through a user charge system, so there is no funding received from the general fund of the County. Our newest areas include parts of Damascus, Ellsworth, and Petersburg Township. Total volume of wastewater treated in 2012 was approximately 8 billion gallons.
Treatment Facilities, Sewers & Pumps
The Sanitary Engineering Department presently operates 5 major treatment facilities in Boardman Township, Craig Beach Village, Springfield Township, City of Campbell and the Meander Treatment plant in Weathersfield Township (Trumbull County). The system transporting the waste water includes 830 miles of sanitary sewer in many different sizes. Additionally, the department operates and maintains 56 pumping stations throughout the service area.
The treatment plants require 24 hour, 7 days a week maintenance. Personnel are continuously performing upkeep on motors, pumps, and basins holding the wastewater. Additionally, they give careful attention to insuring the proper introduction of chemicals to the treatment process to meet federal, state, and local laws for wastewater treatment. This is to achieve the utmost quality of water for the citizens of Mahoning County.
Drinking Water
In addition to providing Sanitary service and Sanitary sewer permits we also provide drinking water for over 1,000 customers in Lake Milton, Craig Beach and Jackson Township. In 2012, the volume of water sold was approximately 90 million gallons.
Testing
With such diverse responsibilities, the Sanitary Engineering Department personnel includes the Sanitary Engineer, administrators, chemists and laboratory technicians, certified wastewater operators, engineering technicians, drafting technicians, account clerks, and skilled maintenance worker.
Revenue Sources
The Sanitary Engineering Dept is fully funded by permit and user fees. MCSE customers on public or private water systems pay a user charge, which is based on the amount of water you use at your home or business in a billing period.
Each year, MCSE’s rate structure sets a rate per 1,000 gallons of water used.
As of January 1, 2022, the sanitary sewer rate per 1,000 gallons of water used is $12.30 plus a monthly fee of $11.95.
